UK Local Authorities Plan to Dispose of Community Hubs and Leisure Facilities to Balance Books

According to a recent survey of municipal councils, English councils are planning to offload community centers, athletic facilities, and retail spaces as they bet on a fire sale of properties to balance the books.

Increasing Financial Pressures Drive Asset Sales

A coalition of councils representing major urban areas in England reported that six out of ten of councils are planning to dispose of properties to meet the rising costs of adult and children’s social care.

Councils have in the past faced criticism for disposing of playing fields and open spaces to support their finances, but they contend they must proceed to generate essential revenue from asset sales or face insolvency.

This coalition said that a significant number of councils seeking to raise money from a quick sale of assets marked “a distinct shift from 2024, when the majority (60%) of municipal officials said they would prioritise restructuring services and using savings to weather growing financial challenges.”

Specific Examples of Proposed Sales

Medway Council in southeast England announced its property management strategy included the disposal of a retail complex in Rainham and a community venue in another town to raise 20 million pounds over the next half-decade.

  • A local golf course and commercial properties owned in Worcestershire and Suffolk, which all generate rent for the authority, will additionally be sold under the plan.

Local Levy Rises and Broader Fiscal Pressures

The survey of local authorities in the key cities group, which covers several urban centers, also found that over seven in ten of councils will have to raise council taxes next April to cover the rising cost of essential services, higher levels of homelessness, and a persistent housing shortage.

The authority said it will proceed with asset sales after steep rises in the cost of children services, support for vulnerable learners, adult social care, and temporary accommodation.

“We are taking creative strategies but certain measures take time to achieve both improved services and financial savings,” said Vince Maple.

He added: “There are population challenges which will persist to increase the strains we have. As a local government body, we had a 91% cut in our central funding from over the past decade, which is very challenging.”

National Trends and Forecasts

A survey of regional authorities this week also found council budgets being strained by the growing number of young people and adults needing Send support.

The County Councils Network projected that council deficits will hit 4.4 billion pounds a year by 2029, as they struggle to manage increased demand.

Ministers have put off scheduled changes to the Send system until next year after a policy document outlining those reforms has been postponed.

Disadvantage and Funding Shortfalls

According to the latest indices of deprivation (the Index of Multiple Deprivation) covering English councils, several key cities members were among the most deprived in England.

  • “Member cities like several major towns rank in the top 30 nationally under the 2025 deprivation indices,” noted the study.

“While only one key city is among the ten most deprived for deprived neighbourhoods countrywide, cities are much more prone to be in the worst-off 20% of the nation. The data highlights the scale of difficulties confronting municipal officials across key cities in the next twelve months,” the analysis added.

“Local government leaders have been explicit about the need for a fair and sustainable funding system that reflects and responds to the real levels of disadvantage and demand,” said Michael Mordey.

“Without this, local authorities will persist to face difficult decisions around which essential services to allocate spend to, and which to cut, to the disadvantage of their communities.”

A fifth of councils have reduced or weakened social care provision in the past 12 months, the study revealed.
